Cesar Torres was born in Tepatitlán, Jalisco, Mexico, and emigrated to the United States at the age of six. Growing up in Richmond, California, he came of age in a community shaped by resilience, migration, and organizing. His political awakening came during the fight against anti-immigrant legislation like HR4437, where he learned that collective action could be a source of healing and power. Cesar has spent over a decade organizing in communities across the country and has called Arizona home since 2018. As a DACA recipient, his work is deeply personal—rooted in the belief that everyone deserves safety, dignity, and the freedom to live their full lives, regardless of immigration status, income, or background. As a board member at SPW, Cesar is proud to support an organization that centers bodily autonomy, racial justice, and harm reduction. He believes deeply in SPW’s mission to create a world where people have the power to make informed decisions about their bodies, health, and futures—without stigma or punishment. Cesar brings a grounded perspective shaped by years of organizing alongside folks of color, immigrant communities, queer and trans folks, and people impacted by criminalization. He is committed to lifting up harm reduction strategies that center love, safety, and agency—especially for those often pushed to the margins. For Cesar, this work is not only political, it’s personal—a vision for liberation built on care, accountability, and collective transformation.
